Only people that came out of the city was Lot, his wife and his daughters. His wife was turned into a pillar of salt after she was told as well as the rest of the family was told not to look back or you will be turned into a pillar of salt which she then ended up looking back.

It was righteous judgment that God did to the two cities, full of sinners.
